ULA was drafted by homeless service providers, affordable housing nonprofits, labor unions, and renters’ rights groups. It was put on the ballot by 98,171 LA renters, homeowners and small business owners who wanted to see real change. Angelenos agreed, passing the measure in November of 2022.
