“Keeping our neighbors housed and bringing them home is the most important work Angelenos can do collectively. That’s why we created the largest local affordable housing fund in the country with Measure ULA, and that’s why we’re proud of the community groups and elected leaders who prevented it from being slashed or overturned—especially in a year when state and federal cuts have caused homelessness to rise.
“Preventing homelessness is the most efficient way to solve it, and tens of thousands of people are safely housed today because of ULA’s rental assistance, income support, and eviction prevention work. Meanwhile, ULA funds the construction of the permanent affordable homes we need, as well as continued support for affordable housing that would otherwise expire, leaving thousands more tenants at the mercy of the market.”
Additional context:
Measure ULA funds 11 separate programs, five of which are dedicated to preventing homelessness (the other six support the permanent affordable housing that ultimately ends homelessness). Of its $544.3 million FY26 spending plan, $163.3 million is dedicated to homelessness prevention, with the remaining $381 million dedicated to affordable housing construction and operation.
The prevention programs include
- Rental assistance
- Income support (aimed at seniors and people with disabilities, plus a round to help people affected by the 2025-6 fires and immigration raids)
- Tenant outreach & education
- Eviction prevention & defense
- Protection from tenant harassment
The first legal action under the ULA-funded Tenant Anti-Harassment Ordinance (TAHO) was filed by the City Attorney this week. So far, the combined rental assistance and income support programs have helped keep about 11,000 people housed, tenant outreach has connected with more than 150,000 Angelenos, and 12,000 people have received legal services.
