United to House LA statement on 2025 Homeless Count

Threats to federal and state reinforce the importance of ULA’s local revenues fighting homelessness 

(LOS ANGELES, CA) — In response to the release of the Point in Time census from the Greater Los Angeles Homeless Count, United to House LA released the following statement by Director Joe Donlin:

“Today, Angelenos are proud to see that our approach to the housing and homelessness crisis is starting to bear fruit. We’re also nervous about whether we can sustain this progress at a time of state budgets cuts and an all-out assault on federal programs. Fortunately, L.A. voters created measure ULA, which will hit the cumulative $1 billion mark in revenue to fight this crisis in this fiscal year.

“ULA has already kept more than 10,000 Angelenos in their homes with rental assistance and provided nearly $10 million in income supports to seniors and other people living on the edge of homelessness. ULA funds eviction prevention, eviction defense and tenant education programs responsible for keeping thousands of vulnerable households housed.  The $425 million spending plan approved earlier this month will prevent homelessness for thousands and build thousands more affordable units. 

“If our twin goals are to keep people from falling into homelessness and build the homes that those enduring it can live in, we have no greater resource than voter-approved Measure ULA.” 

As of February 2025, ULA has already kept 10,000 Angelenos in their homes through rental assistance, funded the start of construction on 795 affordable homes, and accelerated the creation of  10,000 union construction jobs. Its revenues are raised via a real estate transfer tax on the top 4% of real estate sales in the city of Los Angeles and are expected to total roughly $4 billion over ULA’s first decade.
